The government, through the Ghana Revenue Authority (GRA), has announced that the implementation of the Energy Sector Levies (Amendment) Act, 2025 (Act 1141), will officially commence on July 16, 2025.
This follows a prior postponement by the Ghana Revenue Authority (GRA) on June 13, 2025, aimed at monitoring global market conditions and preserving recent gains in domestic fuel prices, a step taken in consultation with the Ministry of Finance and the Ministry of Energy, according to the GRA.
“Following a thorough review of prevailing market indicators and in line with the government’s commitment to ensuring stable economic conditions,” the GRA said, “the implementation of the Energy Sector Levies (Amendment) Act, 2025 (Act 1141), will now commence, effective 16th July 2025,” a statement signed by Acting Commissioner-General Anthony Akwasi Sarpong read.
The Authority has instructed stakeholders, including importers, fuel distributors, and customs agents, to comply with the amended law and take note of the new date.
The new rates are expected to generate additional revenue to settle outstanding debts and support critical energy infrastructure. The GRA is encouraging stakeholders in the petroleum downstream sector to adjust their pricing structures before the effective date.
The GRA says the Integrated Customs Management System (ICUMS) has been updated to reflect Act 1141 changes, ensuring all customs declarations from July 16 will automatically incorporate revised levy calculations.
